In order to change the phone number, on the profile page in passport you need to click on the phone number field, after which a field for editing will appear. After editing the phone number, you need to confirm it. To confirm, the SMS code sent to the new number is entered into the opened verification popup.
If the second factor is enabled, then to confirm editing you will need to enter a token from the Google Authenticator application.
